General Statement of Duties:
Performs activities of the Town Planning Department.


Distinguishing Features of the Class:
An employee in this class plans, organizes, directs and participates in all current and longrange
community planning, zoning, code enforcement, economic development and related work
for the Town. Work involves serving as staff support for planning related boards and
commissions; with limited supervision of staff supporting the planning, zoning, economic
development and code enforcement functions; developing and administering land use studies
and zoning, subdivision and other ordinances; serving as technical advisor to the Town Manager
and Town and Planning Boards; and communicating with the public about planning projects and
responding to planning issues. The employee represents the Town with state and federal officials
concerning proposals for establishing or revising ordinances and plans governing planning
activities in the Town. Work requires the application of considerable professional and technical
knowledge as well as the ability to formulate programs and direct progress. Work also involves
budget development and administration. The work is subject to inside and outside environmental
conditions. Duties are performed under the direction of the Town Manager with input from the
Town and Planning Boards.


Duties and Responsibilities:
Essential Duties and Tasks:
-Plans, organizes, directs and develops short and long-range plans, services, and
  programs, coordinates zoning ordinance and code enforcement.
-Leads visioning, long-range planning, and preparation of the Town’s comprehensive
  development plans and land use ordinances.
-Serves as staff support to planning related boards and commissions.
-Develops, reviews, plans, coordinates, performs, and supervises all functions of Town
  planning, to include proposing amendments to existing policies and Unified Development
  Ordinance (UDO) and reviewing and processing rezoning and conditional zoning applications,
  conditional use permits, variances, and appeals.
-Responsible for the coordination and/or preparation of various planning projects as may
  be directed by the Town Manager.
-Performs maintenance, updating, and completion of required reports and correspondence
  with regulatory agencies and others.
-Performs the inspection and approval of plans and all phases of private and public
  construction and improvement work to assure construction is completed in compliance with the
  zoning classification, plans, standards, specifications, special requirements, codes and
  regulations; issues correction notices or approvals as required.
-Prepares planning reports, makes presentations, and prepare minutes for the Planning
  Board, Board of Adjustment and Long-Range Planning Committee.
-Provides professional advice and information for the Board of Adjustment hearings,
  Planning Board, Town Board, and Town Manager. Attends and provides staff assistance at
  meetings as requested by the Town Manager, and as representative of the Manager, as needed.
-Provides written and graphic materials in addition to technical advice for development
  plans, site plans, building, land use, zoning makers, and other related areas or policies to the
  various boards, Town Board, Town Manager, department directors, and community meetings.
-Coordinates the site plan and development plan review and approval process in addition
  to other departmental projects with developers, consultants, Town departments, and others.
-Serves as the primary economic development contact for the Town; works with Town
  Manager, staff, and outside agencies as necessary.
-Provides information and responds to various questions from contractors, developers,
  property owners, citizens, and staff regarding planning, zoning and code enforcement compliance
  issues.
-Plans and implements information technology necessary for the work of the department,
  including GIS systems; ensures maintenance and updating of the zoning and land use maps.
-Confers and provides input with Director of Public Services, Police Chief, and Town Clerk,
  acting as representative of the Town Manager.


Additional Job Duties:
-Represents the Town at various regional boards and commissions as directed by the
  Town Manager.
-Assists other departments as directed by Manager.
-Performs related work as required or assumes other responsibilities as apparent or
  assigned.
 

Recruitment and Selection Guidelines:
Knowledge, Skills, and Abilities:
-Thorough knowledge of the principles and practices of local and regional planning
  including current and long range, natural resources, floodplains and other economic and social
  matters.
-Thorough knowledge of municipal, state, and federal laws pertaining to planning and
  development.
-Proficiency with the application of information technology to planning, presentations, and
  mapping.
-Skill in the collection, analysis, and presentation of technical data and planning
  recommendations.
-Skill in collaborative conflict resolution, meeting facilitation and public presentations of
  technical information and recommendations.
-Ability to analyze planning issues and present effective solutions.
-Ability to write and present professional and technical planning reports and papers.
-Ability to prioritize, manage and organize a variety of planning activities.
-Ability to establish and maintain effective working relationships with Town and county
  officials, regional and state officials, the development community, staff and the general public.
-Ability to present ideas effectively in oral and written form.
 

Physical Requirements:
-Must be able to physically perform basic life functions of standing, walking, fingering,
  grasping, talking, hearing, and repetitive motions.
-Must be able to perform sedentary work exerting up to 10 pounds of force occasionally
  and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise
  move objects, including the human body.
-Must have visual acuity to perform the following: site inspection, plan review, preparing
  and analyzing data and figures, accounting, computer usage, extensive reading, and using
  measurement devices.


Education and Experience:
Requires graduation from an accredited college or university with a four-year degree in
planning or a related field, and experience in professional municipal and/or regional planning; or
any equivalent combination of education and experience to included subdivision & site plan review
and GIS mapping proficiency, and/or ordinance understanding and preparation proficiency.
 

Preferred Requirements:
Master’s degree in planning or related field
Advanced experience in professional municipal and/or regional planning.


Special Requirement:
Possession of a valid driver’s license.
Ability to obtain AICP certification.
 

Salary Range: $61,646-$94,740
